We seek the possibilities how the progress of computerization effectively functions a variety of problems that each community has. The principle of the capitalist competition brought prosperity to the economy as well as created circumstances that forced the socially disadvantaged, infants and elderly citizens, out of the care system in communities. It is urgently needed that the framework that the community itself spontaneously throws in and assists it as the problem of the whole communities.<br />
In order to achieve this objective, new styles of communities must be created. First, communities need to ride the tide of the computerization and create new communities in communication through the internet. It may be likened to the virtual communication in a way; however, sooner or later, it will become a communication in daily life among each field. Consequently, the built-up communities will be a new framework that covers the mutual cooperation and co-operative system.</p>]]>

Expectation of Community Building</strong></p>

<p>We, as specialists, get involved with the city planning, cooperating with local citizens everyday. The process of planning cities is the process of realizing a dream. Communities exist inside of the attitude that people, who become conscious of independence of mind, self-identity, and responsibility as citizens, feel ones have a special role to play, have a common objective and sense of belonging, and try to act jointly.<br />
There are two approaches for the Community Building (CB). One is to form practical plans, and the other is to enhance the reality of the plans. We believe that the planning experts are required abilities that achieve above two approaches. Moreover, it is inevitable that the specialists need sufficient leadership for plans and practices of the CB as well. Besides, Opinion leaders continuing to carry forward the plans are must have ability of diverse ways of leadership under any circumstances.<br />
We believe that it is necessary to change our ways of thinking. Regulations in various fields are getting eased under the process of globalization. On the other hand, "the regulation" inside of people, such as stereotypes, common sense, and fixed concept, might be still remained. Therefore, we must caution ourselves about this issue as long as we are concerned with the CB.</p>]]>
        <![CDATA[<p>What we need to develop the community building more is:</p>

<p>1) Massive education relevant to city/town environment<br />
2) Development and implementation of training programs for leaders getting involved the city planning and its practice.<br />
3) Development of the city planning support tools: "Planning Resource Bank, "Regulation Index", "Specialists Bank"<br />
4) Provision for the Financial Contribution to the NPO, such as foundation of fundamental funds for initial support, the tax-exempt contribution system, and the lending mechanism<br />
5) Support the information exchange among NPOs, specialists, tenants of buildings, and developers<br />
6) Expansion of the Electronic authorization system for the permit of application for the NPO establishment and the additional application</p>

The Segmentation Model of Planing Process and Planing Structure of Community Revitalization Strategy</strong></p>

<p>To improve planner's thinking process, following is a new challenge that you might would like to check.<br />
Suppose we have an unidentified structure, and there are many surrounding conditional fields which are composed of factors that have bypass field to inside each factor of unidentified structure. Through the bypass field, system as a whole and individual components of the system are correlatively connected. This unidentified structure has a cone shape, and the top of cone shows "will" to develop unidentified structure. Each section of the cone is composed of sectors with factors. In the beginning, we focus on certain factor in the bottom of cone to realize logic of its sector, then move the focus of thinking to boundary field between sector to begin with and next sector, to get new awareness in planner's consciousness and goes on with spiral movement of consecutive-focused thinking process and raise up abstract level. <p>The Large-Scale Retail Stores Location Law was changed dramatically, and it has been implemented since June 1st, 2000. The major modification is that conventional judgement of criteria was based on the economic perspective in order to open large-scale retail stores.
