The Large-Scale Retail Stores Location Law was changed dramatically, and it has been implemented since June 1st, 2000. The major modification is that conventional judgement of criteria was based on the economic perspective in order to open large-scale retail stores. However, the law was revised as the adjective law underlying the environmental standpoint.

The related written instructions from the government were issued to consider the following challenges:
・ Local citizens as well as municipal governments must have responsibilities and consciousness against community-led activities, named "the Well-Planned Community Development"
・ Further schemes only after come to fruition on the strength of independent approaches of local residents and municipal authorities

Therefore, this law was established based on the fact that every citizen should understand:
